1.0. General Manager – Operations
The job holder heads the Credit Department and reports to the Chief Executive Officer. He/She is charged with the following responsibilities:-
Responsibilities
- Work closely with the CEO to develop and drive challenging but achievable Corporation’s strategic objectives and ensure that performance based schemes are in place to drive the business and achieve the results
- Lead the AFC business development function and ensure that organic business growth in line with the Corporation’s strategies and plans
- Using an open and inclusive management style, provide leadership focus for the management of the AFC credit strategies and policies through a highly motivated credit team
- Ensure tight performance and process controls in the AFC loan portfolio
- Ensure that the implementation of the AFC credit policies are supported by clear lines of accountability for each service level, section managers and staff in the department
- Cultivate and reinforce strong business relationships with existing customers and farmers and establish new and sustainable business linkages and partnerships as is appropriate
- Bachelor of Science degree in Agriculture, Agricultural Economics or related fields
- Masters degree in Agricultural Economics, Agribusiness, Business Administration or related field from a recognized university.
- Must be computer literate
- Have training and exposure at senior Management level
- Ten years experience earned in a similar position in a busy service oriented environment preferably in the agricultural sector, banking sector or within a development financial institution.
- Possess/demonstrate project and process management skills
- Be a result oriented relationship builder with an exceptional entrepreneurial spirit and capacity to work under pressure without supervision in tough and competitive environment so as to grow and collectable portfolio and volume of AFC lending clientele
- Possess excellent organizing, mobilizing, interpersonal and influencing skills
- Be a team player who is able to develop strong relationships with a range of stakeholders and demonstrates ability to influence at multiple levels within the Agricultural Industry.

2.0 General Manager – Human Resources & Administration
Reporting to the Chief Executive Officer, The General Manager, Human Resources & Administration will be responsible for the developing and implementing appropriate Human Resource [HR] strategies that will ensure that AFC attracts and retains a professional team of motivated employees.
Responsibilities
- Aligning the HR strategies to the overall strategy of the Corporation
- Ensuring the Corporation develops polices for attracting, retaining and developing staff
- Developing and reviewing the HR policies and procedures
- Overseeing change management process
- Ensuring appropriate HR training and development programs are developed and implemented and
- Putting in place an appropriate performance Management system and managing performance contracts.
- The right candidate for the position will have demonstrated experience in change management, interpret and inculcate labour laws within the institution, manage the recruitment process and development of employees as well as analyze the training needs to design development and retention programs
- Masters Degree in Human Resource Management or related field
- Bachelor’s degree in HR, Social Sciences or related qualification
- A professional qualification in HR management
- 10 years experience in a HR advisory role with at least 4 years as a HR leader in a dynamic environment
- Demonstrated leadership, coordination and managerial capabilities
- Excellent interaction and presentation skills

3.0 General Manager – Business Development
The job holder will be responsible for the overall management of the Corporation’s Business Development department and reports to the Chief Executive Officer.
He/She is charged with the following responsibilities:-
Responsibilities
- Plans, supervises and coordinates the functions of the Corporate Business Development Department.
- Designs and implements business development strategies aimed at boosting the Corporation’s business volume and securing its position as the financial institution of choice for the development of the agricultural sector in Kenya
- Oversees the marketing, Corporate Communications and resource mobilization functions
- Works closely with the Government Departments , development partners and other stakeholders with a view to promoting AFC as the best institution for partnership in rural agricultural finance
- Interfaces with other institutions in the country to develop business partnerships
- Fosters a comprehensive understanding of the market needs and informs product development and pricing strategies
- Oversees research and development of new products in consultation with other departments
- Masters degree in Economics /Commerce /Statistics/ Agriculture or Management.
- Bachelor’s degree in Economics/Commerce/Statistics/Agriculture or Management.
- Demonstrate competence in analytical, business strategy, leadership and communications skills.
- Ten years experience in a senior position in a business oriented organization, preferably a financial institution.
- Should not be more than 45 years of age
To be deployed at the Credit Department.Responsibilities

- Interprets and explains loan procedures and requirements to loan applicants, other stakeholders and the general public.
- Recruits clients, appraises applications and recommends for approval/rejection as necessary.
- Codes inputs for A/C opening, undertakes disbursement and monitors project implementation.
- Monitors loans to ensure that they are being serviced properly.
- Reviews delinquent accounts and analyzes collection problems; develops recommendations and/or solutions.
- Carries out inspection and valuation of securities and supervises seizure and disposal of chattels and land securities through the appointed auctioneers.
- Prepares periodic monitoring and evaluation reports of credit program activities;
- Bachelor’s degree in Agriculture or Agricultural Economics or a related field.
- 4 Years experience in a busy service oriented environment.
- Computer literacy a must.
- Strong analytical skills.
- Candidates with CPA qualifications will have an added advantage.
5.0 Risk and Evaluation Officer
The job holder reports to the Head of Risk and will be charged with the following responsibilities:-
Responsibilities
- Considering proposed business decisions; including analysis of individual loans generated by operational units, including liaising with credit reference bureaus for client profiling.
- Portfolio analysis; asses the Corporations exposure to different levels of risk in terms of loan portfolio concentrations to prevent the possibility of loss or injury to profits and the overall success of a Loan portfolio.
- Conduct portfolio stress testing and to predict portfolio risks under a variety of changing conditions or within a combination of alternative scenarios.
- Maintain industry profiles in respect of all industries where the corporation has significant exposures. Such profiles must be reviewed /updated every quarter. Provides updates on the results of stress tests and contingency plans. The results must serve as an important input into a review of credit risk management framework and setting limits and provisioning levels.
- Protect the AFCs assets and public image.
- Conduct research to assess the severity of risk and carry out statistical analysis to evaluate risk.
- Forecast costs to the Corporation and predict change in future trends and make recommendations to reduce/control risk, which may involve an insurance strategy.
- Review legal documents to ensure compliance.
- Work with operational units to calculate the risk associated with specific transactions, Forecasting and monitoring market trends; Formulating insurance products.
- Analyze AFC’s market position and running figures through complex modeling techniques to find value at risk (VAR) measurements.
- Carrying out quantitative analysis.
- Studying government legislation, which may affect AFC, and advising on compliance and developing contingency plans to deal with emergencies.

6.0 Human Resources Officer
Deployed in the Human Resource Division and reports to the Manager – Human Resource.
Responsibilities
- Participate in recruitment and selection of Personnel.
- Participates in employee performance reviews/supervises and appraises staff.
- Coordinates with training division in the orientation and induction training of newly hired staff.
- Maintains a list of active and qualified job applicants and arranges for selection interviews.
- Processes necessary papers for placement or transfer of employees.
- Maintains records for medical expenditure in liaison with Medical Services Providers.
- Coordinates preparation of Human Resource monitoring and evaluation reports.
- Attends to staff complaints.
- Bachelor’s degree in Human Resource Management/Development or related field.
- 2 years relevant experience in an HR environment.
- Computer literacy is mandatory.
7.0 Credit Officer
Deployment
To be deployed as a Credit Officer in a Branch Office.
Responsibilities
- Participates in the development and implementation of credit policies, programs, procedures and guidelines;.

Reporting to the Head of ICT, the job holder will be required to develop procedures and strategies to support, create and maintain technical quality assurance processes and guidelines and systems infrastructure.
Responsibilities:
- Conducting regular risk assessments of the Corporation’s Information System and ICT Infrastructure and recommending measures to mitigate them.
- Schedule and conduct quality audit inspections, analyze and review systems, data and documentation.
- Recommend corrective action plans and improvements in the resolution of non-compliance with standards detected through monitoring and auditing of processes and procedures.
- Evaluate management action and controls needed to manage risks effectively, advise and where needed facilitate improvements.
- Monitor the implementation and operation defined controls and recommendations on an ongoing basis.
- Communicate, educate and liaise with users and management to ensure awareness and adherence to standards, procedures and quality control issues and activities.
- Conduct and provide technical guidance and training in application software and operational procedures.
- Assist to analyze, evaluate and diagnose technical problems and issues such as installation, maintenance, repair, upgrade and configuration and troubleshooting of desktops, software, hardware, printers, Internet, email, databases, operating systems and security systems.
- Perform organizational systems architecture reviews and assessments, and recommend current and future hardware and software strategies and directions.
- Create and review technical documentation such as procedural, instructional and operational guides and manuals, technical reports and specifications and maintenance inventory systems
- Bachelor’s degree in IT or higher qualifications in ICT.
- Certified Information Systems Auditor (CISA) or Certified Information Security Manager (CISM).
- At least 5 years of relevant experience
- Excellent in written and verbal communication, analytical and report writing skills.
- Must be proactive and innovative keeping abreast with technological advancements.
- Must have ability to work independently with minimum supervision and a team player with good interpersonal skills.
- Working knowledge on ERP’s and banking systems will be an added advantage.
- Good understanding of information systems policies, controls and techniques for evaluating such controls.
9.0 Information Systems Auditor
Reporting to the Chief Internal Auditor, the holder will undertake reviews of AFC’s ICT infrastructure and provide assurance to management on the adequacy of the system controls in place and make recommendations where necessary.
Responsibilities
- Conducting regular risk assessments of the Corporation’s Information System and ICT Infrastructure and recommending measures to mitigate them.
- Contribute to the development of the annual Information Systems audit plan.
- Execute Information systems Audit reviews based on the annual Information Systems Audit plan.
- Provide support to other assurance processes to ensure the overall system audit opinion is incorporated and risks identified in the underlying information systems and entire Corporation.
- Evaluate management action and controls needed to manage risks effectively, advise and where needed facilitate improvements.
- Monitor the implementation and operation defined controls and recommendations on an ongoing basis.
- Ensure that the Corporation’s information technology is in compliance with the Corporation’s Policies and Procedures requirements.
- Perform research to identify and summarize applicable laws and best practice guidelines.
- Assist in IT and other fraud investigations;
- Bachelors Degree in Information Systems/Computer Science/ Computer Engineering from a recognized University.
- Professional Qualifications in Certified Information Systems Audit (CISA
- CPA /ACCA will be an added advantage.
- 3 years experience in Information Systems audit within an internal audit function or external audit work experience specializing in Information Systems
- Ability to apply professional and other skills acquired in an ERP or banking environment.
- Good understanding of information systems controls and techniques for evaluating such controls, concept of risk and risk assessment.
- Sufficient understanding of diverse information systems environment and architecture, software, computer operations and systems lifecycle.
- Knowledge and experience in the use of CAATS/auditing software is desirable.
- Detailed knowledge of information systems governance and security principles and practices.
- Excellent in written and verbal communication, numerical, analytical and report writing skills.
- Must be proactive and innovative keeping abreast with technological advancements.
- Working knowledge on ERP’s and banking systems will be an added advantage.

To be deployed at the Procurement Division and reports to the Manager – Procurement.
Responsibilities
- Ensures efficient procurement, receipting, storage, custody and issuance of stores.
- Verifies all suppliers invoices and processes payments.
- Ensures that the supplies delivered meet the required standards.
- Maintains accurate and proper record and account of LPOs and ensures prompt settlement.
- Maintains adequate stores records showing re-order level, minimum and maximum stocks;
- Bachelor’s degree in supplies/procurement related field.
- Post graduate diploma in supplies management.
- 3 years experience in a busy Procurement Department.
- Computer literacy mandatory.
