Brief Project Description
Communities Hosting Refugees in Northern and North-Eastern Kenya are faced with a complex humanitarian emergency (CHE) due to several years of under development, frequent exposure to natural and manmade disasters, influx of refugees and proliferation of small arms.
Current interventions, similar to previous interventions have taken a reactive and short term approach that is likely to save lives, but leave communities vulnerable to subsequent disasters.
The Kenya Drought Recovery Project will involve the scaling up of a Host Community project in Turkana and Garissa districts, which are some of the worst hit areas in the recent drought and also some of the most under developed.
So far in the response, there is limited focus on programmes targeting protection of the remaining livelihoods and assets and mitigation of the impact of continued dry conditions.
The Project is a two year intervention as a medium term measure to support urgent recovery of communities affected by the drought and to strengthen institutions responsible for recovery and disaster risk reduction work.
The Project will contribute to the achievement of a specific outcome in the UNDAF on disaster prevention and recovery.
It will also contribute to achieving UNDPs CPAP outcome: effectiveness of emergency preparedness, response and early recovery for affected communities and displaced populations enhanced.
The overall project purpose is Recovery from drought impact and resilience capacities enhanced at national, county and community levels especially targeting women and youth groups.
Description of Assignment
Under the direct supervision of National Project Officer, the UNV Field Coordinator will oversee the day to day running of the project at district level to ensure that the project achieves the desired results within the stipulated time frames and utilizing the resources available.
Specifically the UN Volunteer will undertake the following tasks, among others:
- Implement and manage project activities according to the annual work plans whilst maintaining the flexibility to shift priorities according to the changing context
- Coordinate implementation measures and eEnhance technical capabilities of district and community structures/personnel to undertake project activities
- Provide technical advice , support and training of communities and community leaders on human security and peace building issues
- Provide technical assistance to the NDMA district office on the Results Based Management of projects for compliance with the Results Management Guide (RMG) and the Harmonized Approaches to cash Transfer to Implementing Partners (HACT)
- Assist the District Project Coordinating Group and the DSG on the adjustment of project focus with regard to emerging realities that may impact on the project priorities at the district level and the region at large
- Act as the focal point for UNDP and other participating UN agencies at district level.
- Liaise and co-ordinate with key actors involved in the peace building programmes throughout the affected clusters
- In collaboration with the Project Steering Group (PSC) at national level , organize periodic project assessments to ascertain adherence to the business case and timeliness in delivery of results
- In collaboration with all partners and agencies and the government ensure that the interface and synergy between peace building and other disaster risk reduction projects implemented in the districts are maintained.
- Support all participating UN agencies and GoK in monitoring and evaluation efforts by maintaining overview of the project in terms of results, delivery, programming resources,
Qualifications & Experience:
- A University degree in either Development Studies, Disaster Management, Education, Agriculture, Economics or Conflict Managements and Peace building , Sociology or a related Social science
- 3 years of professional experience in programme management and coordination with Government and or UN agencies and or NGOs with emphasis on managing projects and programme related to Human Security
- Substantive experience in policy development and the provision of policy advice to National Government in DRR issues
- Broad understanding of DRR and peace building issues and substantive knowledge and /experience of ASAL districts and the regional context
