Minimum Requirements
◊ University Degree in Social Sciences or Law Enforcement is required. ◊ Officers ranked superintendent of police or the equivalent rank or above, in another Kenyan Government Agency, or a private organization, with five years of investigative experience with Kenyan Governmen, Kenyan Police, or a private organization, and several years related experience with security protection is required. ◊ Level IV (fluent) English ability and Level IV (fluent) Kiswahili ability are required. à Must have thorough working knowledge of local documentary sources of information and familiarity with local and regional laws and geography. à Must have knowledge of word processing and e-mails. |
Job Specification
BASIC FUNCTION OF POSITION Incumbent serves as on-site RSO presence for USG facilities and personnel in western Kenya. Incumbent serves as an investigator responsible for conducting complex and sensitive investigations assigned by the Regional Security Office to include personnel security certifications, personnel suitability, fraud, malfeasance, and visa/passport fraud cases for U.S. Government Agencies operating under the COM. Provides security briefings on behalf of the RSO to TDY USG personnel in Kisumu. Incumbent provides continuity in regard to institutional knowledge and establishes, conducts and maintains liaison with all host government police, law enforcement, security organizations, and customs and immigration officials. Works closely with the CDC-KEMRI and MRU Director’s in Kisumu. Represents the Mission in court and on other legal matters, with required approvals. The types of investigations include: security incidents and threats to USG employees/family members; visa, citizenship, document, passport and immigration fraud; procurement or financial irregularities; and malfeasance. This involves a great deal of conflict resolution among those who are providing information and testimony which is an important aspect of investigative work in Kenya, and seeking out and uncovering, researching and analyzing documentary evidence. Investigative ROIs (reports of interviews) must be well organized, well written, and properly documented with little RSO oversight. Develops and maintains liaison with local police, airport, CID, and other security and/or government officials. Incumbent conducts interviews for personal background checks for employment of other LES staff and for other personnel as required. Incumbent must also provide TDY support for VIP visits or U.S. Delegations as directed by the RSO. He/She also assists other Mission offices and USG entities as directed by the RSO by liaising with police on all matters with or on behalf of US diplomatic. Incumbent must be available 24 hours a day, 7 days a week to respond to emergencies and contingencies as directed by the RSO and CDC senior American staff. MAJOR DUTIES AND RESPONSIBILITIES % OF TIME Pre-Employment and Suitability Investigations 30%
Liaison and Protective Security 30% · The incumbent is responsible for maintaining liaison with security and law enforcement personnel within the GOK. This includes: KPS, KWS, · Incumbent is responsible for assisting with arranging protective security coverage for visiting VIPs. · Incumbent serves as on-site liaison with local guard force contract security company (KK Security) and KEMRI security. · Incumbent serves as liaison between the mission Guard Force Supervisor in Nairobi and KK Security. Incumbent is directly involved in the Miscellaneous Investigative esponsibility 30% · Conducts investigations related to vehicular accidents, threats and security incidents and robberies involving official U.S. personnel and/or U.S. Other Duties 10% · Incumbent is responsible for obtaining GOK reports regarding traffic accidents, criminal and/or terrorist incidents and deaths.
