CLIC Support Officer at Marie Stopes Kenya (MSK)
Marie Stopes International has initiated a programme to radically transform the management information systems (MIS) used by its clinics, outreach teams and support offices in 43 countries.
They report to the Deputy Director of Programme Operations and are part of the Programme Operations Department.
The strategic purpose of the Programme Operations Department is to ensure excellent delivery of all MSK programme activities and the development and funding of new work.
Job Title: CLIC Support Officer
Contract Type: 2 years with possible extension

Key Responsibilities
- MIS implementation support: Support all aspects of the implementation of new management information systems in MSK
- MIS tools expertise: Develop expertise in CLIC, and support teams in using the system and related processes.
- Ensure the MIS continues to meet the organisation’s needs, including initiating necessary adjustments of the configuration in consultation with key stakeholders, and review processes and data use.
- Manage the roll-out of the MIS to frontline staff, including developing detailed roll-out plans, and managing the implementation of new processes and software
- Ensure all appropriate staff are properly trained on the use of the system, and where necessary develop manuals/training materials.
- Manage the flow of MIS data throughout the country programme, including maintaining infrastructure (internet, CLIC Data Warehouse etc.), closely monitoring submissions by all teams, and ensuring that data is submitted within deadlines.
- Take final responsibility for data quality in the MIS, by developing systems to monitor data quality, routinely analysing it, and addressing issues that arise.in deadlines.
- Build MIS analysis and reporting capacity, including developing new MIS reports, undertaking detailed analyses of MIS data, and training key users on how to do analysis and reporting themselves.
- Take final responsibility for the confidentiality and security of all MIS data, including information governance training, and developing rigorous back-up processes.
- Foster a culture of evidence-based decision-making throughout MSK, by developing reports and tools that support frontline staff in their day-to-day decisions, and by working with senior managers to integrate MIS data into management processes.
- MIS implementation support: Support all aspects of the implementation of new management information systems in MSK.
- Successful use of the MIS throughout the MSK programme
- Minimal downtime on CLIC
- All MSK service income is documented in CLIC
- All staff understand their responsibly in relation to CLIC
Qualifications:
- Degree in MIS, M&E, IT or any other numerate discipline.
- Certificate or vocational qualification in MIS, M&E or another analytical field, or formal certification in databases, analysis etc.
- Experience in setting up and managing complex data collection systems.
- Experience in undertaking complex analysis using Excel, Crystal, SPSS or similar.
- Experience in producing clear and simple reports, including charts & graphs, for end-users.
- Experience in change management and project management.
- Experience in presenting to and persuading diverse audiences, and in delivering training to users.
- Desirable: experience in using databases to manage, query and extract data.
- Excellent communicator in both English and local language, with strong persuasion and negotiation skills, and able to explain complex MIS concepts to non-experts.
- Highly numerate, with strong conceptual and analytical skills
- Good skills in managing and analysing data with Excel and/or databases (e.g. Access)
- Detailed understanding of M&E theory and practice.
