1. Engineer
Job Group ‘Q’
One (1) Post
Duties and Responsibilities:
Monitoring and execution of the work in specialized fields of engineering in the following:- planning, design, supervision of construction, contracts, materials, investigation and research related to buildings; direction, control and supervision of maintenance of various structures/roads.
Requirements for Appointment:
- Be a Kenyan citizen;
- Served in the grade of Principal Superintendent Engineer or comparable and relevant position in the Civil Engineering or its equivalent from a recognized institution;
- Be registered with the Engineers Registration Board of Kenya(ERB);
- A current valid Practicing license from the Engineers Registration Board of Kenya;
- Proficiency in relevant computer applications.
2. Architect
Job Group ‘Q’
One (1) Post
Duties and Responsibilities:
- Work on architectural projects within the County including client liaison and design;
- Assist the County Engineer in the day to day operations of the County designs;
- Providing various pre-design services;
- Take responsibility for time management of assigned jobs;
- Keep an accurate daily record of the time spent on each assigned job;
- Attend meetings and provide reports to the Director on a regular basis regarding the progress of individual projects under their responsibility.
Requirement for Appointment:
- Be Kenyan citizen
- A degree in Architecture from a recognized university;
- Have sound technical knowledge of architectural project delivery;
- Demonstrable skills in the areas of design, presentation and technical skills;
- Proficiency with Auto CAD/Civil 3 Dimensions;
- Computer literacy using Microsoft Office Products and presentation software;
- Experience of 3 years and above in the relevant field.
3. Quantity Surveyor

One (1) Post
Duties and Responsibilities:
- Evaluation and Reporting on contractual claims from contractors, Checking valuations for payments to contractors, resolution of disputes on cases requiring litigation or arbitration;
- Responsible for cost information services, control and implementation of tendering and procuring procedures for construction projects, preparation of cost hand books, handling correspondence, reports and papers on policy matters.
- Preparation of cost estimates, Bills of Quantities; Monthly valuation on site; Site measurements; Preparation of variation orders and final accounts involving the implementation of development projects for the County.
- Supervise quantity surveying services in the county and supervise the staff working under him or her.
Requirements for Appointment
- Be a Kenyan citizen
- Served in the grade of Chief Superintendent Quantity Surveyor or comparable and relevant position in the Public Service/Private Sector for at least three (3) years
- A Bachelor of Arts degree in Building Economics/ Quantity Surveying or its equivalent from and relevant qualifications an institution recognized in Kenya;
- Be registered with the Board of Registration of Architects and Quantity Surveyors of Kenya as a Quantity Surveyor;
- Corporate Membership of the Institute of Quantity Surveyors of Kenya (IQSK) or Architectural Association of Kenya (AAK);
- Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized Institution; and
- Demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of quantity surveying functions.
4. Inspector Building (1) / Roads (1)
Job Group ‘M’
One (2) Posts
Duties and Responsibilities
- Assisting in the planning of supervision programmes for large complex building/roads projects;
- Monitoring and supervision of works in progress;
- Assisting in preparation of monthly physical progress reports of individual projects;
- Ensuring specifications and standards are adhered to during construction of buildings/roads;
- Arranging for testing of materials;
- Preparation of cost estimates and schedule of materials for simple buildings/roads on labour contracts.;
- Allocation of Duties and supervision of staff carrying out repairs and alteration of existing buildings/roads;
- Preparation of cost estimates and schedule of materials; and
- Control of usage of materials on site.
Requirement for Appointment
- Served in the position of Inspector or Comparable position for a period not less than 4 years for Building and 5 years for roads.
- Have a diploma in Civil Engineering/Building Construction from a recognized institution.
- Attended a Supervisory Management Course lasting not less than 4 weeks.
- Show administrative ability, wide knowledge and experience in preparation of drawings and management of drawings.
- Show administrative ability by being conversant with government procedures.
5. Head, County Public Relations

One (1) Post
Duties and Responsibilities
- Initiating and reviewing of public relations policy and design of appropriate programmes and infrastructure to facilitate its implementation;
- Initiating research on various public relations issues and developing appropriate interventions.
- Developing standards and regulations in the management of public relations functions;
- Preparing and organizing fora where County policies, programmes and projects can be propagated and promoted;
- Carrying out research based on possible causes of negative publicity on the County and developing appropriate interventions;
- Ensuring the promotion and increased understanding of the county mandate through the use of diverse types of media and communications tools, as appropriate, including utilizing innovative and emerging communication tools and new media in support of the Communications Strategy;
- Enhancing the understanding County mandate to the stakeholders; and
- Coaching and mentoring staff working under him/her
Requirement for Appointment
- Served in the grade of Assistant Director Public Relations or in a comparable and relevant position in the Public Service/Private Sector for a minimum period of three (3) years;
- A Bachelor degree in any of the following disciplines: Public Relations, Mass Communication, Communication Studies, Journalism, Social Sciences or any other relevant qualifications from a recognized institution in Kenya;
- A masters degree in any of the following disciplines; Public Relations; Communication Studies, Mass Communication, Journalism, Social Sciences or any other approved equivalent qualifications from recognized institution.
- Be a member of a recognized professional body; and
- Demonstrated high degree of professional competence and managerial capability in Public relations.
6. Deputy Head, County Public Relations

Duties and Responsibilities
- Developing and maintaining the County corporate image and identity, which includes the use of logos and signage;
- Establish and maintain effective working relationship with local community, government and media representatives;
- Identify main client groups ,audience and determine the best way to communicate publicity information to them.
- Manage special events such as sponsorship of parties introducing new projects, or other activities the county supports in order to gain public attention through the media without advertising directly;
- Assist, supervise and review the activities of public relations staff.
- Any other duties that may be delegated by the supervisor.
Requirements for Appointments
- Have minimum Bachelor’s Degree in Public Relations, Media Communication or any other relevant field;
- Served in the grade of Public Relations Officer or an equivalent position in Public Service/Private Sector for a period not less than three (3) years.
- Must be competent in use of IT as a working tool.
7. Public Relations Officer

Duties and Responsibilities
- Gathering information on programmes, significant events in specific sectoral area and the impact on customers, and forwarding the same to the head of Public Relations and media strategy;
- Editing stories on various topical issues before they are released to the public and liaising with media practitioners and public on issues of mutual concern;
- Scheduling interviews with internal and external stake holders;
- Managing assigned projects/programmes; and
- Any other duties as may be delegated by supervisor
Requirements for Appointments
- Served in the grade of Relation officer or in a comparable and relevant position in the Public Service/Private Sector for a minimum period of three (3) years;
- A Bachelor degree in any of the following disciplines; Mass Communication, Communication Studies, Journalism, Public Relations, Social Sciences or any other approved equivalent qualifications from a recognized university/institution;
- A clear understanding of the working of the media and the socio-political environment in Kenya;
- Good oral and written communication skills in both English and Kiswahili;
- Advanced computer application skills;
- A Senior Management Course lasting not less than four (4) weeks from a recognized institution; and
- Demonstrated professional and managerial competence as reflected in work performance and results.

2. Head of Budget / Expenditure Management Services
One (1) Post
Duties and Responsibilities:
- Consolidating and prioritizing of areas for allocation of Pubic resources for the county.
- Identifying programmes at the county level by consolidating programmes at the subcounty levels for inclusion in the project based budget.
- Issuing guidelines on the budget process to be followed by all County Government entities.
- Preparing and submitting the County Fiscal Strategy Paper (CFSP) in line with the national objectives in the budget policy strategy to the County Executive Committee.
- Consolidating and rationalizing budget proposals from all Departments.
- Preparing and submitting the County Budget. Review outlook paper to the County Executive Committee.
- Publishing and Publicizing the County Budget Outlook Paper.
- Preparing the annual and revised estimates for presentation to the County Assembly.
- Preparing relevant Bills for submission to the County Assembly.
- Dealing with County Assembly Questions and issues pertaining to expenditure, monitoring and control.
- Advising the County Treasury on Budget Management and Assessing the risks involved in new and existing budget policies.
- Providing leadership in budget management in the County.
Requirements for Appointment:
- A bachelor degree in Commerce, Accounting/Finance option from a university recognised in Kenya.(Masters degree will be an added advantage)
- Registered with the relevant professional bodies and must be in good standing.
- Be able to demonstrate familiarity with Public Financial Management.
- Have at least 6 years post qualification experience, three of which must be in a management position in Private or Public Sector.

3. Head, Supply Chain Management

Duties and Responsibilities:
- Responsible for the management and co-ordination of the supply chain services in the county.
- Providing administrative guidelines on implementation and interpretation of Public Procurement and Disposal Act 2005 and Regulations 2006.
- Developing the County Annual Procurement Plan and ensuring adherence to it.
- Sourcing for and implementing modern inventory management systems.
- Advising the County Government on matters relating to Supply Chain Management.
- Preparing Tender Documents in accordance with the legislation and co-ordinating the tendering process.
- In liaison with other finance functions, provide guidelines on matters of procurement, contract design and contract implementation.
- Secretary to the County Tender Committee.
- Any other duties assigned by the Chief Officer, Finance and Economic Planning.
Requirements for Appointment
- Must have a bachelor of commerce degree from a university recognised in Kenya and a diploma in Supply Chain Management from an institution recognised in Kenya.
- Be a member of the Chartered Institute of Supplies Management.
- Be conversant with modern computer packages used in supply chain management.
- Have served in supply chain management for 8 years in the public or private sector, for which must be in a senior management position.
- Have a thorough understanding of the Public Procurement and Disposal Act 2005 and Regulations 2006.
- Satisfy the requirements of Chapter Six of the Constitution.
