The County Assembly Service Board of Kajiado County Assembly invites applications from suitably qualified Kenya citizens to fill the following vacant positions:
1. Principal Internal Auditor
1. Principal Internal Auditor
(KCASB 10)
1 Position
Duties and responsibilities
The Internal Auditor is directly responsible to the County Assembly Service Board for, inter alia;
- Developing and maintaining effective internal audit mechanisms
- Undertaking a variety of audit assignments relating to pre-audit of payments, evaluation and review of internal control systems and report on any weaknesses
- Identifying and profiling various risks inherent in specific audit assignment, discussing them with the respective managers and jointly agreeing on actions to be implemented for risk mitigation
- Preparing reports on audit findings and jointly agreeing with managers on action plans to address identified risks and control challenges
- Maintaining liaison with audit clients (Heads of Department) to enhance the control environment within the Assembly through regular follow-ups and consultation
- Preparing neat, detailed, understandable and cross-referenced work papers to evidence work done and for future references, in compliance with standards for professional practice in internal audit
- Executing audit activities to ensure reliability and integrity of information and effective use of the Assembly resources and compliance with contracts, standards and policies
- Compiling, preparing and presenting monthly reports to the County Assembly Service Board based on audit observations made, and follow up audit recommendations to ensure timely implementation
- Ascertaining compliance with established, policies, plans, procedures and processes at the Assembly
- Ascertaining the reliability of management data developed within the Assembly
- Carrying out special audit assignments as need arises and carrying out follow up audit reviews
- Undertaking the reconciliation of budgetary allocations with monthly expenditure summaries
- Evaluating the effectiveness of existing financial regulations and establish the level of compliance in practice.
Requirements for appointment:
- A Bachelors degree in Accounting or Finance (a Masters degree will be an added advantage)
- A minimum of five years progressive, post-qualification experience in the public service or in a large organization, including experience at a supervisory role.
- Certified Public Accountant or its acceptable equivalent with current registration with the Institute of Certified Public Accountants
- Conversance with GoK and public finance procedures y. Very good report writing, presentation, organization and analytical skills
- Good communication, interpersonal and people management skills
- High level of personal integrity, professionalism and respect for confidentiality
2. Budget Officer
(KCASB 10)
1 Position
Duties and responsibilities
The Budget Officer is responsible to the Clerk of the County Assembly for among others:
- Carrying out commissioned Budget analysis and research on specific area of interest as deemed necessary by the Clerk;
- Carrying out assessment of the strengths and weaknesses of the County Executive Policy Options relating to resource mobilization and allocation;
- Designing and conducting relevant Budget research on specific areas of interest;
- Guiding the process of assessment of the strengths and weaknesses of the County Executive Policy Options relating to resource mobilization, allocation and utilization;
- Preparing and delivering budgetary information to members and relevant County Assembly Committees;
- Budget workshops planning and participating in the workshops;
- Formulating the Departmental Annual Work Plan, monitoring and evaluating its implementation.
Requirements for Appointment
- A Masters degree in Economics or its equivalent from a University recognized in Kenya;
- Have served as a Budget Officer/Fiscal Analyst for a minimum of three years preferably in the public service;
- Good understanding of national and county budgetary process and public fiscal policies;
- Team player with good communication and interpersonal skills;
3. Procurement Officer
(KCASB 9)
1 Position
The jobholder is responsible for:
- Planning and co-ordination of supplies management services;
- Enforcement of Government procurement regulations, systems and procedures;
- Preparation of supplies estimates of expenditure and control of Vote;
- Initiation of policy, review and updating of existing regulations, supplies management instructions, inspection, training and development of the supplies personnel.
Requirement for Appointment:
- Bachelors Degree in Procurement; OR
- Bachelors degree in Economics, Commerce, Business Administration or equivalent with postgraduate qualification in Procurement / Supplies Management
- Demonstrable knowledge and experience in procurement management.
4. Public Relations / Media Liaison Officer
(KCASB 9)
1 Position
Duties and Responsibilities
- Planning, developing and implementing public relation strategies;
- Liaising with colleagues and key spokespersons;
- Liaising with and answering enquiries from media, individuals and other organisations, often via telephone and email;
- Researching, writing and distributing press releases to targeted media;
- Collating and analysing media coverage;
- Writing and editing Assembly’s magazines, case studies, speeches, articles and annual reports;
- Preparing and supervising the production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programmes;
- Devising and coordinating photo opportunities;
- Organizing events including press conferences, exhibitions, open days and press tours;
- Maintaining and updating information on the Assembly’s website;
- Sourcing and managing speaking and sponsorship opportunities;
- Commissioning market research;
- Fostering public relations through events such as open days and through involvement in public participation forums;
- Managing the public relations aspect of a potential crisis situation.
Requirements for appointment
- Bachelor’s degree in communications, journalism media studies, Information science or related course from a university recognized in Kenya
- At least 3 years of work experience in communications field
- Excellent writing and communications skills in English and Kiswahili
- Strong relationship-building skills
- Strong photography and photo editing skills
- Strong competency with graphic design programs, blogs, websites and other communication related software and applications
- Keen understanding of use of new technologies in communications
- Demonstrate initiative and the ability to work effectively within time constraints
- Sound knowledge of relevant laws, government regulations and policies
5. Hansard Reporter
(KCASB 8)
1 Position
Duties and Responsibilities
- Undertaking independent verbatim reporting of County Assembly proceedings and those of relevant committees / functions within or outside the County Assembly
- Preparing transcripts for editing
- Sorting, checking transcripts from fellow officers and amending as necessary
- Assisting in classification, custody, archiving, retrieval and cross-checking of documents against references
Requirements for Appointment
- A Bachelor of Arts degree in Linguistics majoring in English / Kiswahili from a recognized university / institution; OR,
- A Bachelors Degree in any of the Social Sciences plus at least a C+ in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification; OR
- A Higher National Diploma in Secretarial Studies (KNEC) with Typing II (50 w.p.m.), short hand III, Audio-typing I and II
- Demonstrable knowledge of the workings of Hansard reporting and legislative proceedings and committee systems;
- Excellent computer skills in Word Processing.
Preferential Criteria during Selection
Suitably qualified applicants will enjoy preferential treatment in the order below:
- Applicants serving in positions at the County Assembly on the basis of secondment during the transition period;
- Applicants serving in the Executive arm of the County Government of Kajiado
- Applicants serving in the public service in the republic
- Applicants who are resident in Kajiado County
- Applicants from the rest of the Country
