Job Purpose/Objective
The Senior Finance Officer is responsible for budgeting and budget management, focal point for Kakuma and Lodwar field offices, review of payments documentations, tax and statutory deductions, cash flow management and various account analysis.
Key Responsibilities
Field Office Management
- Financial focal person for Nairobi, Eastleigh
- Monitor cash balances in the field offices to ensure adequate reserves at all times
- Ensuring that the field submit their cash forecast by 25th of every month
- Verification of all field documents providing prompt feedback and follow-up on any issues noted
- Ensure spreadsheets and hard copy documents are received by the 30th (except fiscal and calendar year-ends).
- Ensuring that Nairobi and Eastleigh bank reconciliations are complete and correct.
- Process monthly currency clearing and balance sheet revaluation journals
- Perform monthly housekeeping procedures in Sun System
- Loading of month end journals by the stipulated timeline to ensure timely submission of SAF file by the 12th of every month
- Ensure that all month and journals are fully signed and sequentially filed
- Ensuring that a SUN back up is taken, sent to field sites and a copy stored in the safe and a copy posted on the FTP site once NY loads the SAF file.
- Ensure any adjusting journal are FULLY supported and approved by FC before passing to SUN system
- Reconcile timesheet coding loaded in SUN Vs. Actual Timesheets
- Circulate to all staff the timesheet coding and update Human Resource with % allocations to charge on timesheet upon commencement of new grants.
- Maintain a schedule with donor reporting timelines
- Ensure all grants are closed in a timely manner and that all financial reports are submitted on time. Follow the finance manual to be in full compliance with IRC’s requirements.
- Assist in the preparation of operating and grant budgets

- Maintaining all donor files well labeled, fully updated with contracts, reports submitted, governing clauses all other relevant documents, liaise with administration officer to ensure that the CD’s office has copies of the same.

- Update Monthly Budget Vs Actual reports for sites Finance Memo and prepare corrective journals relating to the BvA’s.
- Review accruals at grant closure and prompt liquidation of these.
- Undertake pre-assessment reviews to determine capacity needs of sub-grantees
- Monitor sub-grant reporting and undertake verification of reported expenditure
- Upload sub-grant financial reports
- Verify correct coding of expenditure on all payment requests, Purchase Orders and Purchase Requests.
- Ensure completeness and accuracy of supporting documents attachment on payment requests
- Ensure adherence to the delineation chart for all authorizations on payment and purchase requests
- Oversee the payment turn-over period to avoid delays in handling requests submitted to finance
- Oversee proper and systematic filing of all payment requests
- Oversee the maintenance of an accurate and updated cash flow report. Get updates from the Finance assistant weekly
- Work closely with the finance assistant to ensure that the sufficiency of bank reserves at all times for all Nairobi bank accounts.
- Ensuring that all banks are immediately updated on changes to bank signatories. Update the bank information folder on F drive
- Oversee bank correspondences. Liaise with Finance Assistant.
- Provide periodic finance training to program staff, sub-grantees and key stakeholders
- Review of financial data submitted by the field to identify weaknesses or problems being encountered by field finance staff and recommend corrective action.
- Make frequent field visits and work with the program manager to ensure grant implementation is on course.
- To be willing and ready to participate in field staff exchange programs as organized by the FM.
- To be the contact person in the dept for all bank correspondences. Liaise with Assistant Accountant.
- Ensuring donor regulations are adhered to for all aspects of the operations
- Regular and open communication with IRC staff from all departments.
- A bachelor’s degree in Finance/Business Administration with minimum CPA II qualification;
- At least three years of finance and accounting experience in a similar post;
- Knowledge of Microsoft Office software. SUN System accounting is an added advantage;
- Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the operation;

Clinical Officer – Anesthetist (Kakuma)
Description
Job Purpose/Objective
Working under the guidance and supervision of the M.O I/C of KMH, the anesthetist will be directly responsible for;
Key Responsibilities
- Provide safe anesthetic services to patients both from the local community and those referred from the IRC main hospital for surgery.
- Maintain updated anesthetic records of all referral cases from the IRC camp hospital and submit required reports on the same.
- Participate in daily ward rounds as will be assigned by the supervisor
- Assist with OPD consultations.
- Represent KMH at health meetings with IRC.
- Organize regular on-the-job training sessions for the camp hospital staff in coordination with your supervisor and/or Clinical Services Manager.
- Carry out other relevant duties as may be assigned by the catholic diocese/ Supervisor or Clinical Services Manager.
- Provision of safe anesthetic services to patients both from the local community and those referred from the IRC main hospital for surgery.

GBV officer-Psychosocial (Hagadera)
Description
Job Purpose/Objective
The GBV officer- Psychosocial will support the successful implementation of all psychosocial activities, and will be responsible for the provision of quality case management including direct counseling to GBV survivors.
In collaboration with the WPE manager and other WPE/GBV officers will support in the provision of training and supervising GBV Community Workers to respond to cases of GBV in the camp and ensure effective case management.
This includes providing ongoing training and mentorship for community workers and utilizing monitoring and evaluation systems to ensure high quality services.
Key Responsibilities
Case management
- Provide professional and confidential services to survivors of GBV, grounded in the IRC’s holistic, survivor-centered case management approach.
- Document client information through accurate filling of intake forms and ensure confidential and safe storage
- Support the maintenance of the IRC’s case management system by maintaining client confidentiality
- Ensure the GBVIMS is accurately updated on a regular basis
- Ethically and confidentially collect and store GBV data .Participate in interpretation of the analyzed data on trends and work with the GBV Manager to disseminate information to all relevant stakeholders.
- Participate in the development of case management monitoring systems and help to ensure that GBV community workers utilize these systems correctly and consistently.
- Participate in preparation of all relevant reports regarding the IRC’s psychosocial activities.
- Supervise and provide training, mentorship, and other technical support to community workers directly involved with the psychosocial component of the International Rescue Committee’s GBV programme.
- Provide leadership and guidance regarding psychosocial activities to all community workers to ensure all programme activities meet best practice standards.
- Monitor and supervise case management, including capacity building through training and on-the-job training of community workers. Training topics should include active listening and effective communication, action and safety planning, GBV guiding principles, GBV basic concepts, and other related topics

HIV Prevention Officer (Kakuma)
Description
Job Purpose/Objective
The International Rescue Committee – Kenya Program with funding from Centers for Disease Control and Prevention (CDC) implements the Partnership on AIDS (POA Project), a HIV & AIDS Prevention, Care and Treatment Project in Turkana County in the North – Rift region of Kenya.
IRC wishes to recruit a HIV Prevention Officer to directly ovesee the implementation of Community based Evidence Based Interventions (EBI’s) including interventions targeting Key Populations.
Under the direct supervision of the Program Manager, the HIV Prevention Officer will ensure the successful implementation of Evidence Based Interventions in
HIV/AIDS Prevention in Kakuma Refugee Camp at Community settings.
Key Responsibilities
Technical Support – Program Planning, Design & Implementation.
- Provide technical and administrative support to field based program staff to ensure the successful implementation of community based HIV prevention interventions.
- Provide appropriate Behaviour Change Communication (BCC) and Community Mobilization approaches that increase the success rates of EBI implementation.
- Ensure the efficient and timely delivery of EBI Program supplies to field sites
- Generate and implement project procurement plans, training plans, field staff capacity building plans, and other relevant program implementation plans.
- Work closely with BCC Assistant to develop culturally appropriate and relevant IEC/BCC materials.
- Actively participate in the generation of quarterly, semi – annual and annual program performance reports.
- Create linkages of EBI’s and Key population interventions to biomedical services

HIV/TB Program Manager (Hagadera)

Job Summary:
Under the guidance and supervision of Health Team Leader and in collaboration with the sector managers of the integrated health team, the HIV/AIDS Manager shall be responsible for the overall implementation of all HIV and TB related services offered in Hagadera Refugee Camp.
Responsibilities:
Program Management.
- Coordinate all activities under HIV and TB prevention, care, treatment and support program as per UNHCR, CDC and MOH guidance.
- Ensure QA and QC activities are conducted as per National guidelines in all HIV and TB program areas.
- Ensure timely ordering of program commodities, distribution to the sites, regular monitoring to avoid stock outs and ensure proper storage.
- Ensure confidentiality is maintained and upheld by program staff.
- Ensure accurate HIV and TB activities records are maintained and kept, relevant reports generated and submitted as required.
- Work with other health program to ensure integration of HIV and TB prevention, care and treatment activities into other sectors.
- Organize and attend regular program staff and community leaders meetings
- Liaise with other implementing agencies including NASCOP and MoH to ensure a multi-sectoral approach to HIV and TB.

Medical Officer
Description
Under the supervision of the Clinical Services Manager, the Medical Officer will offer quality health care to all patients in the hospital and work closely with other staff in all departments providing support and guidance
Key Responsibilities
Program management:
- In coordination with the Clinical Services Manager, formulate program goals, objectives and intervention strategies and participate in the budgeting process
- Ensure that all health activities are implemented as outlined in the project documents
- Review the program activities and priorities on a regular basis updating the clinical services manager on gaps and/or provide recommendations on how to improve quality of services
- Be a team leader in patient management in all hospital departments, giving support and guidance
- Manage the Clinical Services Program in acting capacity when the CSM is not in office
- Provide technical and administration work guidelines that are within the IRC policy
- Conduct daily ward rounds in the hospital
- Ensure patient management is in line with the set MOH, WHO and UNHCR guidelines and protocols
- Attend to all emergencies, both medical and surgical within 15 minutes
- Ensure proper and accurate documentation of patient management in patient files
- Conduct all elective and emergency surgical cases in theatre, both surgical and obstetric/gynecological
- Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, HOPC, DOPC, and MOPC.
- Attend to all medical legal cases, including filling of P3 forms and attend court sessions as required
- Attend to sexual assault survivors on a timely basis in the GBV Support Centre
- Ensure timely referrals both Emergency and Elective cases to secondary and tertiary care centers
- Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital.
- Attend and participate in the daily morning hospital handover meetings
- Ensure adequate night coverage by developing a call list on a weekly basis with other Medical Officers
- Lead in mortality audits to improve quality of care for patients.
- Participate in the Quality of Care Assessments done on a quarterly basis

IRC Program in Kenya
The International Rescue committee has been active in Kenya since 1992, providing essential services to refugees and the communities who host them. Today, IRC supports tens of thousands of refugees in the Dadaab and Kakuma refugee camps.
IRC also runs programming throughout Greater Turkana and in Nairobi. IRC’s programs include health, nutrition, water and sanitation, HIV, livelihoods, prevention and support to survivors of gender based violence.

Objectives
Summary of Responsibilities
Reporting to Country Director for Kenya, and as a member of the Senior Management Team, the Senior HRC is overall responsible for the HR function, ensures effective and transparent human resources management and quality services to employees quality administrative support function throughout the Kenya program.
Major Responsibilities
- HR strategy and objectives: linking HR key objectives and priorities to country strategic objectives; coordinating HR practices and priorities across the country program in order to provide and reinforce the recruitment and ongoing development of a competent and efficient workforce.
- HR support to senior management: advising senior management regarding legal and staff management issues; participating in discussions about structure and organizational development and change; supporting recruitment of senior positions;
- HR planning and monitoring: reinforcing HR reporting and planning; developing HR key performance indicators in order to develop an informed and accountable HR management
