The Office of the Controller of Budget is an independent Office established under Article 228 of the
Constitution of Kenya, 2010.

Its core mandate is to oversee implementation of budgets of the National and County governments, approve withdrawals from the Consolidated Fund (Article 206), County Revenue Fund (Article 207), and, Equalisation Fund (Article 204); and report to the National Assembly and the Senate.
Pursuant to Article 252 (1) (c) of the Constitution, the Office seeks to recruit highly qualified and

Position: Monitoring and Evaluation Officer

Reporting to the Deputy Controller of Budget, the successful candidate will be responsible for implementing the framework for development of monitoring and evaluation programs, policies, systems and procedures.
Key Responsibilities:
- Develop and Implement a framework for Monitoring and Evaluation of Programs for budget implementation.
- Undertake the Monitoring and Evaluation of disbursed budgets on selected programs and projects at national and county levels.
- Prepare Monitoring and Evaluation reports with clear recommendations.
- Prepare quarterly and annual budget implementation reports.
- Implement Monitoring and Evaluation policies, systems and procedures.
- Establish a reliable and consistent outcome of indicators for budget implementation as well as organization wide core set of indicators.
- Synthesize and analyze data for summary and thematic reports on M&E findings.
- Create and Maintain M&E procedure manuals for County Budget Coordinators.
- Develop and facilitate training and presentation for capacity building for the office of the Controller of Budget M&E staff.
- Undertake periodic reviews of the implementation and operation of the monitoring and reporting mechanisms including the preparation of best practices and lessons learned.
- Any other relevant duties assigned by the Deputy Controller of Budget
Required Education, Skills and Experience:
- Must have a Bachelor’s Degree in Project Management or its equivalent from a recognized University
- Must have a Master’s Degree in Economics, Project Management, or its equivalent from a recognized University
- Must be well versed with the Constitution of Kenya
- Must have at least 3 years relevant work experience

Terms and Conditions of Service:
The successful candidates for the above positions will be offered a
competitive remuneration package and will be appointed on a three (3)
years contract term renewable on satisfactory performance.
