Health Rights Advocacy Forum (HERAF) is a non-governmental organization that brings together Health Professionals, NGOs, FBOs and PLWHA organizations to empower Kenyans to realize the right to health for all. It was established in 2006 and registered as a non-governmental organization in Kenya by the NGO coordination board in 2007.
HERAF is currently implementing interventions to provide knowledge and information on health as a fundamental human right; advocating for reforms in health and HIV&AIDS policies; rooting for sustainable health financing; carrying out budget tracking and analysis, promoting community participation in health sector management and governance and strengthening the institutional capacity of partners in various counties to implement HIV/AIDs related projects
Vacancy: Research, Monitoring and Evaluation (M&E) Officer
Applications are invited for the post of a Research, M&E Officer.
Job Summary
To provide leadership in the co-ordination of HERAF’s research and M&E functions by facilitating knowledge and data management and data dissemination processes.
Duties and Responsibilities
The job holder’s duties and responsibilities will include:
1. Produce monthly, quarterly and annual M&E reports and disseminate.
2. Participate in the development of project work plans and M&E plans that capture quantitative and qualitative data to report on project performance indicators.
3. Facilitate the review and implementation of HERAF’s Monitoring and Evaluation Framework.
4. Co-ordinate the operationalization of HERAF’s M&E System including the M&E Framework and the Data Management System.
5. Co-ordinate the organization in the implementation of all research, M&E activities including designing, budgeting, planning for data collection, analysis and report writing.
6. Ensure all M&E activities are successfully implemented and that relevant learning is documented and disseminated to HERAF staff and partners, and used to inform future decision making.
7. Facilitate implementation of key community capacity building initiatives to ensure community based M&E.
8. Contribute to the processes of commissioning and project-managing external M&E consultancies.
9. Coordinate entry, storage and retrieval of data into and from the knowledge/ data management system.
10. Undertake statistical analysis for research data, produce, and strategically disseminate and present user-friendly results-oriented reports on the findings of the research activities and M&E.
11. Spearhead M&E processes for individual projects at HERAF.
12. Oversee the production of internal and external documents, reports, case studies, videos promoting HERAF’s programs.
13. Support fundraising through proposal writing, providing M&E data for establishing baselines and targets, and information generated through research.
14. Support the M&E component of the Institutional strengthening initiatives and act as the focal person for the same.
15. Provide guidelines and standards for the implementation, monitoring and evaluation of all project interventions.
16. Any other assignment that may be allocated by the supervisor.
Taking Health Rights a notch higher
Level of Education and Experience
A minimum of a bachelor’s degree in social sciences or a degree in Statistics.
A minimum of 5 years’ experience in similar work in NGO sector.
Strong analytical skills with working knowledge of statistical software’s e.g. Epi info, SPSS, STATA, etc.
Fully computer literate with working knowledge of databases and spreadsheet applications e.g. ACCESS, EXCEL, Cs Pro, etc.
Competency in both quantitative and qualitative research and data collection methods.
Other Competencies
Proven research design and implementation skills, including in approaches to evaluation.
Ability to train, mentor, and manage teams of local researchers, including newcomers to the research sector.
A high degree of self-sufficiency and initiative, and the ability to innovate.
Experience working with donor- funded projects and in particular HIV projects.
Good analytical, communication, report writing, problem solving and decision making skills.
