Monitoring and Evaluation Officer at Center for Education and Development (CED)

CED is looking qualified and committed individual to join CED and fill the position of Monitoring and Evaluation Officer.

Location: Mogadishu, Somalia

Closing Date: January 31 2014

General Responsibilities

Under the overall supervision of the Program Coordinator, the Monitoring and Evaluation office will be responsible for designing, developing, implementing and coordination of the CED’s M & E systems.

The M & E Officer will also work closely with the Senior Program Officer, Communication and Reporting Officer and the Program team as well. The Monitoring and Evaluation Officer will be based in Mogadishu, Somalia with frequent travel to Nairobi, Kenya.

The following are the key roles and responsibilities:

  • Developing, designing and maintaining the CED Monitoring and Evaluation Framework and systems.
  • Design and development of program/project log frames theories and change and any other accountability M&E frameworks and formats demanded by the donors and ensure CED’s commitments to donors and other stakeholders are aligned with organizations internal M&E systems..
  • Monitor project activities and ensure that they are implemented according to work plans and agreed schedules.
  • Take lead in undertaking situation and stakeholder analysis, reviews, baseline studies, monitoring and evaluation and impact assessments of CED’s programs and projects.
  • Ensure feedback of M & E results for decision making processes in CED at policy, program and projects levels and ensure follow up on all matters which require decisions and corrective actions.

Qualifications and Experience

1. Bachelors or Masters degree in either Statistics, Economics, Population Studies, Development Studies, Monitoring and Evaluation, Project Management or any other relevant field of study. Those with Masters degree or Bachelors Degree and Post graduate Diploma in Project Management or advanced certificate in M&E will have an added advantage.

2. At least 3 Years of Monitoring and Evaluation experience in emergency and development work especially in the areas of food security, livelihood, health & nutrition, WASH, education, community driven development projects and recovery programs.

3. Competency in the use of statistical packages like Excel, SPSS, STATA, Mutlab and Epi-Info.

4. Experience designing and managing beneficiary monitoring and data base systems

5. Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to develop and analyze problem and make strategic decision.

6. Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.

Contract period:

one year, with possibility of renewal
