WelTel Kenya is a Non Profit Organization/NGO that originated in Kenya, but has headquarters in both Nairobi and BritishColumbia, Canada. WelTel is committed to providing an evidence-based, patient centred mHealth solution, through the use of an innovative, mobile platform technology, including low cost SMS ‘texting’, in the direct patient management of HIV/AIDS and other health issues. WeTel has received local and international funding for testing and scaling up of its service in Kenya, and will be launching its mHealth service delivery model and SMS software platform at several clinical sites, and looking for new business opportunities to further advance this innovative method of health care delivery through mobile phones. WelTel’s service delivery model was developed and proven in a clinical (research) trial (WelTel Kenya1, Lancet, Nov 2010), which proved that mHealth can improve health outcomes. It was also able to empower individuals, strengthen communities and save lives.
Position Information: Project Manager
Reporting to the Executive Director, the “Project Manager” is a key member of WelTel’s team. The purpose of this position is to provide strategic development, oversight, stakeholder management and implementation of WelTel’s mHealth programme. The candidate will work closely with other WelTel departments and partners to evaluate, develop and generate new opportunities.
Main Duties/Responsibilities:
50% Programme Implementation/Research
● In consultation with the executive director and lead computer programmer, develop a programme implementation/work plan for expansion of an SMS based intervention for patients living with HIV, TB and related conditions across urban and rural health facilities;
● Provide direction and programme implementation guidance and support to project coordinator, lead programmer, and partner teams to ensure delivery of WelTel’s programme components according to timelines and budgets;
● Implement WelTel’s SMS based health programme in various sites nationally in Kenya alongside the project coordinator and lead programmer
● Develop and effectively manage relationships with external and internal stakeholders including department and ministry of health, CDCFoundation, donors and other partners
● Track and monitor all project components dependent on agreed project indicators;
● Review and monitor programme budgets;
● Prepare monthly and quarterly reports and disseminate to all partners and internal stakeholders;
● Supervise and manage line reports in accordance to WelTel policies and procedures;
● Develop technical publications and other programme resources to disseminate findings of the programme.
25% Operations/HR Management (PAYE, Bookkeeping, HR)
● Manage donor budgeting and reporting requirements
● Assist the Executive Director to coordinate HR related activities including hiring, discipline and identifying programme needs
● Ensure that HR administrative requirements (PAYE, NSSF etc.) are completed monthly
● Track ongoing project expenses and complete monthly expenditure reports
25% WelTel growth/Explore different business models (licensing fee, software as a service, ongoing software fees)
● Explore potential business models and growth strategies for WelTel
● Develop a pricing plan for WelTel’s SMS service for different health facilities
● Provide quotes for new customers
● Investigate and apply for various health, NGO and other donor related grant opportunities
● Develop strategic alliances with potential donors, clients, partners and stakeholders
● Understand the technical requirements of WelTel’s partner/clients and work closely with the programmer/technologist to guide the direction of WelTel’s product offerings
● Represent WelTel in various international settings as they arise, such as conferences, workshops etc.
Any other assignments as given by the Executive Director
Qualifications and Competencies:
● Degree in health sciences or related field, post graduate studies prefered
● Minimum of 3 years experience in a management role
● Experience developing and launching new projects
● Experience in management of complex stakeholder relationships
● Strong understanding of the healthcare landscape in Kenya
● Experience with healthcare organizations, not for profits and NGO’s
● Strong network of contacts in both the health and technology industries
● Experience with HIV; PMTCT, TB, and rural groups an asset
● Strong verbal and written communications skills are a must, as well as the ability to work effectively across internal and external organizations
● Strong presentation skills and the ability to articulate complex concepts to cross functional audiences
● Willingness to travel throughout Kenya, potentially East Africa, and internationally as opportunities arise

The appointment will be for an initial period of twelve (12) months, with a three (3) month probation period, with potential for extension and a renewal of contract subject to assessment of performance and availability of funds.
