Merlin International Profile

Merlin is the only UK specialist Non Governmental Organisation (NGO), founded in 1993, which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. 

Each year, Merlin assists more than 15 million people, in up to 20 countries, through working with local healthcare actors including government, community groups and NGOs.

Context

Merlin has been operational in Kenya since 1998 and is currently operating in two geographic regions: Kisii and Nyamira counties in western Kenya and Turkana County in north-western Kenya.  Merlin’s strategic goal in Kenya is to improve access to an integrated package of essential health services for the vulnerable population of the country. 

Merlin maintains offices in Nairobi, Kisii and in Lodwar town in Turkana County.  Merlin’s work in Kenya includes implementing health, nutrition, HIV/AIDS-TB prevention and care and malaria projects.

Merlin has submitted to UNICEF a proposal for the implementation of a health project in Turkana County with a focus on maternal, neonatal and child health and community based management of malaria and diarrhoea (ICCM).

This position will be a member of a team that will implement this project.

Overall Objective of the Position
The BCC Officer for Merlin’s health project in Turkana will oversee the development, planning, organisation, implementation and monitoring of all IEC/BCC activities under the project with technical support and direction from Merlin Project Health Coordinator and working in close collaboration with county and sub-county health authorities and partner organizations to ensure efficient implementation of IEC/BCC activities in project area.Key Responsibilities

  • Take the lead in development and implementation of IEC/BCC strategies for the health project
  • Develop and review IEC/BCC messages / materials in collaboration with other program staff, MoH, NGO counterparts, UNICEF focal person and community representatives.
  • Support the adaptation and dissemination of relevant training materials and job aids.
  • Support the development of BCC skills of MOH staff.
  • Organise and execute community health campaigns in collaboration with other program staff, MoH counterparts and community representatives.
  • Evaluate and document the impact of IEC/BCC activities in collaboration with other stakeholders.
  • Build the capacity of relevant project staff to conduct community mobilization, awareness and sensitization on project objectives.
  • Manage the appropriate parts of the grants that relate to BCC in close collaboration with the project officer.
  • Analyze formative research findings and use these to develop communication plans and messages in collaboration with the team.
  • Develop and pre-test BCC materials in the appropriate audiences.
  • Translate /arrange the translation of IEC/BCC materials as appropriate

Professional /Personal Requirements
 
Essential
  • Bachelors Degree in Public Health; Social Sciences or Community health
  • Over 3 years experience in implementing BCC activities on MCH,RH and Nutrition
  • Very good communication, teamwork and interpersonal skills
  • Training experience, mobilisation and community education skills
  • Experience in development and design of IEC materials
  • Good computer skills
Desirable
  • Previous work experience with INGOs
  • Knowledge of the local language is an added advantage

This position will have the responsibility for managing this project.

Overall objective of the position
The Project Officer will plan, guide and support implementation of Merlin’s UNICEF supported health project in Turkana County.


Key responsibilities

Programme
  • Support and supervise Merlin staff working in this project
  • Plan and supervise implementation of project activities together with Merlin senior management team at field level,  MOH counterparts and UNICEF field focal point
  • Manage project budget including monitoring of expenditures
  • Represent Merlin in all health coordination forums in conjunction with project health coordinator
  • Consolidate activity reports and ensure timely submission to his/ her supervisor for onward submission to project coordinator and country office.
  • Organise and coordinate health worker trainings in consultation with County health authorities
  • Support county health authorities to properly manage medical supplies including monitoring of consumption
  • Initiate and participate in all multi-stakeholders advocacy activities, forums and networks aimed at raising the profile of Merlin project issues in the agenda of government, partner NGOs and communities.
Operations
  • In charge of financial and logistical functions regarding the project at the field level in accordance with Merlin procedures.
Other
  • To carry-out any other duties and/or responsibilities assigned by the immediate supervisor

Professional/Personal Requirements

Essential
  • Qualification in Public/ Community Health and/or development studies
  • Strong background in humanitarian projects
  • Previous field coordination and management experience of primary health care projects
  • Proven problem solving and organisational skills
  • Diplomatic and effective communicator at all levels
  • Strong leadership skills
  • Fluent written and spoken English
  • Computer skills

Overall objective of the position:

The overall objective of the position is to strengthen monitoring and evaluation, lessons learning process as well as beneficiary accountability mechanism of Merlin health programme in Turkana County.  

Under the management of the Project Officer and in close consultation and coordination with other programme and support function staff as well as the Country Health Director based in Merlin country office in Nairobi, the M&E Officer will establish and implement a comprehensive monitoring and evaluation system to measure programme progress and impact and establish effective lesson learning and accountability mechanisms for Merlin health project in Turkana County.

Key Responsibilities:


Programme
  • In consultation with other project team develop M&E framework, systems, tools as well as work plans for Merlin Turkana health project
  • Coordinate implementation of the developed monitoring and evaluation framework, systems and tools including documentation of targets and performance monitoring for all project activities.
  • Manage the appropriate parts of the grants that relate to M & E in close collaboration with the project officer.
  • Undertake regular visits to project sites to monitor progress of implementation of monitoring and the evaluation framework and plans.
  • Coordinate periodic data collection, analysis and review of project implementation in harmonized and standardized manner compiling information from the field sites and report to senior management team.
  • Liaise and network with other stakeholders including partners, MOH, national and international NGOs, UN agencies and donors on M&E matters and represent Merlin at county M&E forums as required.
  • Participate in planning and implementation of training activities
  • Establish and implement lessons learning mechanisms including documenting and disseminating best practices, lessons learnt and success stories.
  • In consultation with programme team and other support function departments participate in the establishment of beneficiary accountability systems in project areas in Turkana County including establishing complaint mechanisms.
  • Assist the programme team in ensuring the timely preparation and submission of quality reports including donor reports.

  • Undertake any other assignment as required by the Project Health Coordinator
Professional/Personal Requirements
Essential
  • Degree or diploma in Applied Epidemiology, Health Information Systems (Medical statistics) or equivalent
  • Fluent English speaker and writer.
  • Ability to organize and plan
  • Knowledge of monitoring and evaluation methodologies. 
  • Knowledge of database design and use
  • Knowledge of data processing and analysis
  • Knowledge of MS Excel/ Access, Epi info or similar data analysis programmes
  • Professional initiative, commitment and motivation
Desirable
  • Previous work experience with INGOs in M and E
