Project Summary:
The REGAL IR program is a 5 year initiative aiming to reduce hunger and poverty, increase social stability and build strong foundations for economic growth by strengthening social, economic, and environmental resilience in pastoral and transitioning communities in Kenya’s arid lands.
It has six thematic areas including diversifying livelihoods, improving value chain inclusiveness, natural resource management, conflict management, disaster risk reduction, and improving nutrition. 
The main project office is based in Isiolo County. REGAL-IR implements activities in Isiolo, Garissa, Wajir, Marsabit, and Turkana counties.

Position Summary:
The Grants Manager (GM) will report to the REGAL-IR Operations Manager and will be responsible for making grants to community-based organizations (CBOs), NGOs and other recipients participating in the REGAL-IR program across five project counties.The GM will help strengthen the capacity of beneficiaries to receive grants to implement resilience projects and to manage them effectively.
The GM will assess potential recipients’ capacity, facilitate the strengthening of grants management capacity, and monitor grants budgeting and reporting per Adeso and USAID guidelines. 
The GM will minimize operational risks and ensure compliance with Adeso’s and USAID’s grant management rules and regulations.
 
Specific Roles and Responsibilities:
  • Under supervision from the Operations Manager and COP, and in cooperation with the Finance and Program Teams, make grants to various community-based organizations (CBOs) and NGOs to assist grant recipients to implement resilience-strengthening projects and to further the objectives of REGAL-IR;
  • Provide technical assistance to CBOs and other recipients to implement and manage the grant cycle/process, including: proposal development and submission, budgeting, monitoring and evaluation, periodic reporting and grants close out;
  • Develop the REGAL-IR Grants Management Manual containing rules and regulations in conformance with Adeso and USAID standards;
  • Maintain a reporting and tracking system to monitor recipients’ grants implementation and compliance with rules, regulations and deadlines;
  • Ensure REGAL-IR staff understand donor guidelines, compliance issues and grants management procedures;
  • Conduct regular visits to field offices and project sites;
  • Supervise the Grants Officer, and coach and mentor grants recipients.
Skills and Qualifications:
 
Essential:
  • Bachelor’s degree;
  • Minimum of 5 years grants experience in a professional services firm, international NGO or donor organization;
  • Demonstrated experience managing donor funds and ensuring compliance with donor requirements;
  • Understanding of risks and related relevant controls primarily in the overall grant cycle including program, financial and procurement cycles;
  • High level skills in written standard English and ability to transform documents and reports developed by program staff into dissemination standard documents;
  • Ability to present, discuss and supervise compliance with grants monitoring protocols with team members of varying levels;
  • Demonstrated ability to develop and maintain effective project files for accountability and audit purposes.
Desirable:
  • High level skills in coaching, mentoring, capacity building, team development, around grants management and donor compliance;
  • Evidence of strong team player;
  • Demonstrated ability to supervise others;
  • Ability to establish and maintain effective relationships and partnerships;
  • Demonstrated experience to work productively in ASALs environment;
  • CPA or accounting experience.
