DCOP/Technical Job at Tetra Tech ARD
DEPUTY CHIEF OF PARTY/TECHNICAL, Kenya
Tetra Tech ARD headquartered in Burlington, Vermont and Washington, D.C., is accepting expressions of interest from qualified Deputy Chief of party candidates for an upcoming governance project in Kenya.
This project will examine national policy implications of newly legislated devolution mechanisms, build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments, and strengthen the role of civil society as a partner in governance.
Responsibilities:
- Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the DCOP of Technical Operations will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance and grants, procurement and subcontracts support to the execution of the AHADI project.
- Will directly supervise the three component leader;.
- Will assist the COP to ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements;
- Participate in the technical and programmatic design of award and partner programs;
- Ensure the cost-effective use of Tetra Tech ARD resources;
- Ensure compliance with HQ and donor requirements, policies and regulations;
- Act as liaison to relevant donors and the appropriate Kenyan governmental authorities;
- Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations;
- Recruit and directly supervise local technical project staff in line with Tetra Tech HR policies;
- Oversee the management and development of project office human resources to ensure a diverse, skilled and productive workforce, an effective leadership team, and an organizational culture where Tetra Tech ARD values are practiced.
- Conduct annual program staff performance reviews for assigned program staff and reach agreement with relevant employees on a set of tangible relevant performance objectives in his/her key areas of responsibility and submit to COP for review and final approval;
- Train local staff in technical matters as necessary.
- Maintain and forward to Tetra Tech ARD Home Office updated listing of in-country staff and key contacts list;
- Maintain regular contact with Tetra Tech ARD Home Office support staff as appropriate
Qualifications:
- Advanced degree in political science, law, public policy, public administration, or relevant field;
- 10+ years of experience in a technical role in an international development setting;
- Working knowledge of the devolution issues, challenges, and developments in Kenya as well as an in depth understanding of the political history and regional politics;
- Demonstrated capability to build capacity through a donor-funded program related to local governance, decentralization, and civil society;
- Ability to establish strong relationships with a range of organizations, beneficiaries and related parties (e.g., national and sub-national government, NGOs, private sector);
- Fluency in spoken and written English is required;
- Prior experience in East Africa;
- Prior relationships and experience with USAID;
