Applications are hereby invited from suitably qualified candidates who are Kenyan Nationals to fill the above position on a Fixed Term Appointment in the office of the Deputy Representative, UNICEF Kenya Country Office.

Purpose of Post:

Under the supervision of the Planning Specialist, performs a variety of specialized tasks in support of the preparation, monitoring, and use of programme budgets, involving different sources of funds and multiple programmes.

Major Duties and Responsibilities:

1.    Register and maintain the programme structure in the electronic Programme Management system VISION, ensure Programme Results, activities and Programme coding are as per hardcopy rolling work-plans; make amendments and alterations as per section revisions when necessary,
  • Inform Programme Sections upon receipt of new contributions and request allocation details and amounts and undertake rephasing after clearance by Planning Officer.
  • Register grant allotments immediately after clearance is obtained and maintain a record of all new allotments; provide technical support to Programme Assistants on budget re-allocation within the Programme Result Areas..
  • Provide information to the Donor Relations Officer on contributions received to update Donor files including start and end date of grants.
  • Track expiring grants by providing information on unreleased funds for the three months preceding expiry and send alerts to sections.
  • Process requests for grant expiry date extension in a timely manner.
2.     Track Programme budgets, generate reports, analyse and share monthly and quarterly management reports for review by programme group and by senior management
  • Office level/section-wise tracking and analysis of regular and emergency programme funds allocated, unutilized, reported and monthly and quarterly analysis shared with sections and issues requiring management attention highlighted
  • Prepare quarterly cash transfer explanatory memos for the Representative’s Office and head quarters
  • Prepare analysis of sales orders issued versus what has been delivered to partners
3.    Provide support for financial risk assessment, management and follow up of actions
  • Information on Partnership Cooperation Agreements (PCAs) and extensions recorded regularly and linked to over six and over 9 months outstanding cash transfers to partners. Information on concurrent PCAs with partners recorded.
  • Liaise with sections and compile annual budget estimates for submission to Ministry of Finance and quarterly reporting of expenditures thereof.
  • Conduct financial spot checks and HACT training to partners, as well as monitor utilization of UNICEF funds in direct procurement by partners.
  • Budget for individual components of the Cross Sectoral results reviewed and submitted for clearance and approval by Deputy Representative.
4.    Staff oriented and supported on VISION programme manager system and application and tracking of related work processes
  • Train staff and provide technical support to users on VISION in the areas of Finance and Programme, escalating issues that cannot be resolved to VISION support groups
  • Participate in office task forces formed to review work processes to be in compliance with VISION.
  • Orient staff on VISION Performance Management System so that they are able to access reports necessary for their work.

Required Qualifications: 
 
University degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.

Experience:    
Minimum two years of progressively responsible professional work experience in, programme budget administration, management, monitoring and evaluation. International level experience an asset.

Language(s)
:    Fluency in English and another UN working language required.  Knowledge of Kiswahili an asset.
