RTI International is seeking qualified candidates for the Indoor Residual Spraying 3 Project in Kenya. 
 
The purpose of this project is to support President’s Malaria Initiative (PMI)/ Kenya targets in indoor residual spraying for malaria prevention and control. These positions are contingent on project award.
 
IRS Operations Manager
 
He / She will provide; on-site technical assistance, facilitate logistical implementation of the IRS spray programs in collaboration with in-country partners such as WHO, DfID, and the DOMC, and oversee the quality of reporting and technical assistance activities.
 
Requirements:
 
This position requires a Masters level degree in public health, entomology, tropical diseases, or other related areas or a Bachelors degree with at least five years of additional relevant experience. 
 
At least five years of demonstrated experience in designing and implementing IRS activities, living in developing countries and leading the implementation of development programs.
 
Demonstrated experience partnering at the country-level with Ministries of Health. 
 
Demonstrated familiarity with USG environmental regulations and the appropriate use of Insecticides.
Finance Manager
 
He / She will be responsible for managing all of the finances related to the implementation of activities under the project. 
 
This position requires applicants with a Masters level degree in business administration, finance or other relevant fields with a minimum eight (8) years of experience in financial management of large international projects. 
 
Experience and skills in developing and managing large budgets, experience with managing logistics and/or supply chain management for the implementation of public health programs in Africa is required. Familiarity with compliance to USG Cost Accounting Standards. 
 
Proficient in relevant computer applications and databases. 
 
Applicants will possess excellent organizational, analytical, oral and written communications skills; 
 
Demonstrated supervisory skills and ability to work well on teams.

RTI International is also seeking candidates for the PRIMR Project. 
 
The PRIMR initiative is focused on curriculum support, teacher training and teaching material development to improve the quality of early grade instruction in formal and non-formal schools through a reading and math intervention.
 
The Finance and Administration Assistant coordinates all accounting and administrative procedures of the PRIMR Initiative field office, Kisumu. 
 
S/he communicates with and supports the project by working closely with the Finance Manager, Senior Administration Officer and the Chief of Party. 
 
S/he maintains regular contact with the PRIMR initiative in the Nairobi Regional Office to ensure that the project receives support in the specific functional areas of the role. 
 
S/he will also links with the other PRIMR Initiative staff to develop understanding and capacity in project operations support requirements. 
 
S/he is knowledgeable about the technical project result areas, work plan implementation and scheduled technical reporting through regular interaction with the technical team and Chief of Party. 
 
S/he is aware of, and adheres to RTI’s, and Client’s, financial, procurement and administrative procedures in all activities. 
  • Bachelor’s degree with at least 3 years relevant experience on a USG funded program; 
  • CPA 2 or equivalent required with thorough understanding of Book Keeping procedures; 
  • Computer skills, including knowledge of Windows, Microsoft Word, Excel and QuickBooks is required. 
This position is based in Kisumu.
 
The Monitoring and Evaluation (M&E) Officer works closely with the Director, Research, Monitoring and Evaluation, the Chief of Party, Project Specialists and the members of the project. 
 
The M&E Officer is responsible for developing the Kisumu ICT project’s M&E plan and systems and submitting data for USAID portfolio review. 
 
The M&E Officer will also oversee special studies and be responsible for project and study reports. 
 
S/he will provide direct assistance to build clients’ capabilities in M&E and act as a trainer of other technical assistance providers as needed. 
 
  • Required is a BA/B.Ed. and five (5) years of experience in monitoring & evaluation; MA/MED preferred; 
  • skills and experience in M&E capacity building for individuals and organizations; 
  • Previous M&E experience in a USG-funded program; 
  • Proficiency in evaluation design and development of indicators; 
  • Experience in designing and conducting small-scale operations research studies and good working knowledge of descriptive and, inferential statistics. 
Applicant must be able to travel about 25-30%. 
 
This position is based in Kisumu
 
The Education Officer will provide technical support for the development of lesson plans, teacher and student materials, plans and specified frameworks as funded by USAID/Kenya and agreed with by the MOE. 
 
These include working with RTI technical staff to identify, develop, and harmonize effective literacy and numeracy instructional approaches to be used in the early grades.
 
S/he will also provide support for TAC tutors working to implement revised lesson plans. 
 
S/he will ensure that the ICT pilot study in Kisumu operates efficiently and that the program is effective. 
 
The assignment is technical, and is designed to provide high level support for effective local capacity building. 
  • Bachelor’s degree plus 6 years’ experience or Masters with 3 years’ experience. 
  • Required is a BA/BED and eight (8) years of experience in the education sector; MA/MED preferred; 
  • Understanding of scientifically based reading and Maths research; 
  • Familiarity with use of ICT in education desired;
  • Knowledge of a balanced literacy framework and early mathematics understanding; 
  • Knowledge of Kiswahili and English transition instruction strategies is required. 
This position is based in Kisumu
 
The Education Research Assistant will provide support to PRIMR technical activities such as materials development, organization of technical workshops and training of data collectors, coaches, and teachers. 
 
These include working with RTI technical staff to help implement instructional approaches to be used in the PRIMR project. 
 
The Research Assistant will also provide support for TAC tutors and instructional coaches working to implement revised lesson plans as well as assist with activities related to conducting research studies.
The assignment is both technical and managerial.
  • A B.Ed. and five (5) years of experience working in education sector; 
  • Experience with data collection and research studies, especially reading and math related;
  • Experience supervising and training data collectors; 
  • Knowledge of Kiswahili and English instruction in Kenya; 
  • Experience working in urban slum areas; Fluency in English and Kiswahili required. 
This position is based in Nairobi
 
The Program Officer will provide support roles for both administrative and technical areas of the initiative, including workshop and meeting planning and organization, community engagement, and documentation of best practices and lessons learnt. 
  • BA and five (5) years of experience in the education sector, MA preferred; 
  • Experience working with technical and non-technical teams across a broad range of projects; 
  • A sound project management background gained within an international organization, managing projects through the entire project lifecycle; 
  • Understanding of scientifically-based reading and Math’s research; 
  • Familiarity with the policies and procedures of the Ministry of Education and local school communities; 
  • Fluency in English and Kiswahili required. 
This position is based in Nairobi.
